Cary Green a r\u00e9pondu qu\u2019il n\u2019y a pas de r\u00e9sultat pr\u00e9d\u00e9termin\u00e9<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">1 partageait l\u2019opinion selon laquelle l\u2019\u00e9rosion dans des endroits pr\u00e9cis(p. ex.\u00a0 South Cantley) est due \u00e0 l\u2019inondation initiale de la rivi\u00e8re.<\/span><\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<h2><span style=\"font-weight: 400;\">R\u00e9sum\u00e9 des principales questions soulev\u00e9es par les participants<\/span><\/h2>\n<p><b>Confirmation de l\u2019existence<\/b><span style=\"font-weight: 400;\"> d\u2019un danger pour la s\u00e9curit\u00e9<\/span><\/p>\n<p><span style=\"font-weight: 400;\">En plus <\/span><a href=\"https:\/\/fog-arg.org\/fr\/resultats-du-sondage-vision-2030-de-la-riviere-gatineau\/\"><span style=\"font-weight: 400;\">des r\u00e9sultats du sondage de 2021<\/span><\/a><span style=\"font-weight: 400;\"> o\u00f9 plus de 350 r\u00e9pondants ont \u00e9valu\u00e9 la situation comme \u00ab tr\u00e8s dangereuse, quelqu\u2019un sera gri\u00e8vement bless\u00e9 ou tu\u00e9 \u00bb et 100 commentaires d\u00e9crivant des situations dangereuses ont \u00e9t\u00e9 fournis, cette s\u00e9ance de consultation a re\u00e7u :<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><a href=\"https:\/\/docs.google.com\/spreadsheets\/d\/e\/2PACX-1vT_2JpNPf20r-0CCrJG05Lu-ybjpCPW9hpIICVXfrkm2R1YpH4kg5Q5czoXa9usBZcU9-734opAcoS2\/pubhtml?gid=821445141&amp;single=true\"><span style=\"font-weight: 400;\">9 des 18 m\u00e9moires d\u2019avant-session mentionnant des pr\u00e9occupations en mati\u00e8re de s\u00e9curit\u00e9<\/span><\/a><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">5 des 14 orateurs au cours de la s\u00e9ance ont fait \u00e9tat de graves pr\u00e9occupations pour la s\u00e9curit\u00e9, y compris des incidents graves de quasi-collision et des pagayeurs chavir\u00e9s par des sillages<\/span><\/li>\n<\/ul>\n<p><span style=\"font-weight: 400;\">Il a \u00e9t\u00e9 not\u00e9 que les gens observent diff\u00e9rents niveaux de probl\u00e8mes sur diff\u00e9rentes sections de la rivi\u00e8re.<\/span><\/p>\n<p>&nbsp;<\/p>\n<p><b>Nombre relatif d\u2019infractions commises par la police pour les usagers de la rivi\u00e8re motoris\u00e9s par rapport aux usagers non motoris\u00e9s de<\/b><span style=\"font-weight: 400;\"> la rivi\u00e8re<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Le pr\u00e9fet green du MRC a fait remarquer que, lors d\u2019une rencontre avec la police du MRC et le FOG, la police a d\u00e9clar\u00e9 que plus d\u2019infractions sont observ\u00e9es impliquant des utilisateurs non motoris\u00e9s que des utilisateurs motoris\u00e9s. Pour clarifier les choses, la police a \u00e9galement d\u00e9clar\u00e9 qu\u2019elle se concentrait sur les infractions observables pour lesquelles elle pouvait \u00e9mettre des contraventions. Ils ne voient pas beaucoup de bateaux d\u00e9passer la limite de vitesse actuelle de 55 km\/h au-del\u00e0 de 30 m de la c\u00f4te. Il est \u00e0 noter que le non-respect des limites de vitesse existantes n\u2019a pas \u00e9t\u00e9 cit\u00e9 par le FOG comme l\u2019une des principales causes du probl\u00e8me de s\u00e9curit\u00e9. La police a d\u00e9clar\u00e9 qu\u2019elle rencontrait des pagayeurs et des flotteurs qui ne se conforment pas aux exigences l\u00e9gales li\u00e9es \u00e0 la s\u00e9curit\u00e9 personnelle, comme avoir un v\u00eatement de flottaison individuel, un dispositif de mise en libert\u00e9 sous caution, un sifflet et une corde flottante. Un participant a fait remarquer que les infractions d\u2019exc\u00e8s de vitesse et de conduite dangereuse commises par les plaisanciers mettaient les autres en danger, tandis que les infractions commises par les pagayeurs mettaient en danger leur propre s\u00e9curit\u00e9, de sorte que le nombre relatif d\u2019infractions n\u2019est pas un indicateur significatif du probl\u00e8me ou de ses causes.<\/span><\/p>\n<p>&nbsp;<\/p>\n<p><b>Accusation de partialit\u00e9 dans le processus de consultation<\/b><\/p>\n<p><span style=\"font-weight: 400;\">Colin Moses a cit\u00e9 la partialit\u00e9 dans le processus lors de sa pr\u00e9sentation verbale. toutefois, aucune preuve ou explication de partialit\u00e9 n\u2019a \u00e9t\u00e9 fournie au ARG. ARG s\u2019est efforc\u00e9 d\u2019\u00eatre aussi fact\u00e9, \u00e9quitable et inclusif que possible dans la conception de l\u2019enqu\u00eate Vision 2030 et la conduite de ces consultations.<\/span><\/p>\n<p>&nbsp;<\/p>\n<p><b>Causes de l\u2019\u00e9rosion autres que les sillages de bateaux<\/b><\/p>\n<p><span style=\"font-weight: 400;\">La pr\u00e9sentation au cours de la session a partag\u00e9 des informations publi\u00e9es et des observations locales sur les relations entre la vitesse du bateau, le sillage g\u00e9n\u00e9r\u00e9 et la distance sur laquelle les sillages peuvent avoir un impact. Les impacts comprennent : la contribution \u00e0 l\u2019\u00e9rosion des rives, l\u2019envahissement des nageurs et le chavirement des pagayeurs. Au cours de la s\u00e9ance, cinq participants (Vicki Kelly, Colin Moses, Steve Ott, Andy Ball et Kim\u00a0 Guntzel)ont affirm\u00e9 que la cr\u00e9ation originale des barrages et\/ou des vagues de vent sont des causes plus importantes d\u2019\u00e9rosion. O<\/span><span style=\"font-weight: 400;\">ne?<\/span><span style=\"font-weight: 400;\"> les observations re\u00e7ues apr\u00e8s l\u2019\u00e9v\u00e9nement l\u2019affirmaient \u00e9galement. Aucune source ind\u00e9pendante publi\u00e9e n\u2019a \u00e9t\u00e9 fournie pour \u00e9tayer ces affirmations.\u00a0<\/span><\/p>\n<p>&nbsp;<\/p>\n<p><span style=\"font-weight: 400;\">Clarifications:<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Il a \u00e9t\u00e9 pr\u00e9sent\u00e9, et convenu par plusieurs participants, que la rivi\u00e8re a des zones distinctes avec des caract\u00e9ristiques physiques diff\u00e9rentes (largeur, pente et composition du rivage, orientation par les vagues de vent, etc.) et des mod\u00e8les d\u2019utilisation (densit\u00e9 de baignade, pagayage, bateau \u00e0 moteur). Par cons\u00e9quent, diff\u00e9rents niveaux de risque pour la s\u00e9curit\u00e9 et d\u2019impact du sillage existent \u00e0 diff\u00e9rents endroits.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Conform\u00e9ment \u00e0 la documentation pr\u00e9sent\u00e9e, plusieurs r\u00e9sidents du secteur riverain ont cit\u00e9 les sillages des bateaux comme source d\u2019\u00e9rosion observ\u00e9e, d\u2019autres ont cit\u00e9 les vagues de vent ou l\u2019inondation de la rivi\u00e8re lorsque les barrages ont \u00e9t\u00e9 construits comme sources. Il est \u00e0 noter que des facteurs en plus des sillages des bateaux peuvent contribuer \u00e0 l\u2019\u00e9rosion, \u00e0 des degr\u00e9s divers, \u00e0 diff\u00e9rents endroits le long de la rivi\u00e8re.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">L\u2019\u00e9rosion n\u2019est pas le seul impact de sillage. Les participants et les r\u00e9pondants au sondage ont \u00e9galement mentionn\u00e9 le chavirement des pagayeurs, la perturbation de la faune, les quais\u00a0 et les bateaux amarr\u00e9s, tous mentionn\u00e9s dans la pr\u00e9sentation. Les r\u00e9sultats du sondage, les commentaires du sondage et certaines pr\u00e9sentations au cours de la s\u00e9ance de consultation l\u2019ont confirm\u00e9. Il est important de comprendre l\u2019information sur la vitesse des bateaux, les sillages g\u00e9n\u00e9r\u00e9s par la suite et la distance parcourue par les sillages lors de l\u2019\u00e9valuation de l\u2019impact des sillages sur la rive, les pagayeurs et les autres utilisateurs sur la rivi\u00e8re, en particulier lorsque le bateau passe \u00e0 une vitesse de 100 \u00e0 150 m.<\/span><\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<p><b>Utilisation des droits de mise \u00e0 l\u2019eau, ou d\u2019autres moyens, pour restreindre l\u2019acc\u00e8s<\/b><span style=\"font-weight: 400;\"> \u00e0 la rampe de mise \u00e0 l\u2019eau des non-r\u00e9sidents<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Certains participants ont sugg\u00e9r\u00e9 que les droits ou les r\u00e8gles de mise \u00e0 l\u2019eau des bateaux soient utilis\u00e9s pour dissuader ou emp\u00eacher les non-r\u00e9sidents de se mettre \u00e0 l\u2019eau au site de mise \u00e0 l\u2019eau public, et que ces droits aient \u00e9t\u00e9 utilis\u00e9s ailleurs. Selon Transports Canada, il n\u2019est pas l\u00e9gal d\u2019utiliser les droits de mise \u00e0 l\u2019eau ou d\u2019autres r\u00e8gles, \u00e0 l\u2019exception du R\u00e8glement sur les restrictions visant l\u2019utilisation des b\u00e2timents de Transports Canada (l\u2019objet du pr\u00e9sent processus de consultation), pour \u00e9tablir une discrimination fond\u00e9e sur la r\u00e9sidence, le type de bateau ou la taille du moteur lorsqu\u2019on permet l\u2019acc\u00e8s \u00e0 une voie navigable.\u00a0<\/span><\/p>\n<p>&nbsp;<\/p>\n<p><b>R\u00e8gles de lavage des bateaux pour pr\u00e9venir les esp\u00e8ces<\/b><span style=\"font-weight: 400;\"> envahissantes<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Plusieurs participants ont soulev\u00e9 la question du lavage des bateaux pour pr\u00e9venir les esp\u00e8ces envahissantes. Ce sujet d\u00e9passe le cadre de ces consultations, mais le pr\u00e9fet Green a d\u00e9crit le plan de la municipalit\u00e9 de Chelsea pour une station mobile de lavage des bateaux cette ann\u00e9e.
